      Wow, really hard question!

      A wheel spinning means that it possesses ‘angular momentum’. If we want to change the axis of the spinning wheel then you need to change the angular momentum and changing any momentum requires force. Just like changing the momentum of a car or a train requires a force (engine or brakes).

      That’s quite a simple answer to a really complicated topic, there are probably some good videos on youtube that go in to more detail if you want.
