If we make roads less friendly for cars by putting speed bumps or making them narrower so they have to give way to other cars whilst making them great for cyclists then people will be tempted to cycle rather than drive. In the Netherlands, cyclists have priority on some roads. Cars can use the road but must drive slowly and let cyclists and pedestrians go in front of them. If we reduce the numbers of cars using a road and the speed they travel along the road, it means the road can be used for football or cricket games.
