      The colour we see of any object is because the object has absorbed all the other colour wavelengths and is only reflecting the colour that we see. So the ocean looks blue because it has absorbed all the other colours and is reflecting blue. In the outdoors, there is reflection of the sky contributing to the blue colour. It is only very deep water that reflects blue, hence your cup of water will never look blue.
