The elements which were discovered much earlier on, were named by their respective discoverers with whatever name they thought was perfect. It was usually related to their state or properties etc. There wasn’t any particular naming system. The recently discovered elements are given names of popular scientists of the past whose work is noteworthy to deserve a mention in the periodic table ( Curium after Madame Curie, Mendelevium after Mendeleve etc).

In short there is no particular system. It is the discretion of the discovered to name it in the most befitting way.
