      There are several business models for similar types of devices which vary from charitable donation to profit making business, though the most effective ones at bringing about change and development in a community appears to be sale from non-for-profit organisation. The rationale is that if the device has a (relatively small) cost then it will be valued higher, maintained better and used more. Something which is given for free has no value when it is lost.
      So, they would likely be sold, but for a cheap and fair price, it’s the best way to build sustainable change
