The different states are a response from a substance to changing amounts of energy. Think about water – when it is cold and there is low heat energy it is solid, add heat and it melts to become liquid and eventually will evaporate to form a gas if enough heat is added.
I guess what you need to think about is how compressible something is – is it easy to squash? Water might be thought of as soft, but its actually not very compressible (you can’t squeeze it to make it softer) whereas air is, so a solid (say a marshmallow) might actually be softer than water in that way 🙂
