Hi,
So people born blind don’t really see in their dreams as they have no idea what sight is. But most blind people had some sort of sight before going blind, so yes, in that instance they can dream – in the context of visual imagery as our definition.
Interestingly what they dream about differs to fully sighted people. They often dream more about animals (related to service dogs perhaps?) And also food (maybe because taste is more enhanced to compensate for sight?).
