waterboatmen are great swimmers, they’re closely related to aphids, but live underwater and hunt other small animals that live in the water. They hang under the surface of the water and have really long legs that stick out sideways that they use like oars
There are a lot of insects that swim, I’m not sure which ones are the best, but I always liked “pond skaters”. They look as though they are skating across the top of a pond. This is because they are so light and have little hairs on their legs that rather than sinking like we would, they can walk across the surface of the water. Next time you are near a pond, take a look to see if you can see them, they are common in the UK. Be careful near the edge of the pond though, you don’t want to fall in!
Not sure about speed but water beetles are pretty cool. A large bubble of air under the beetle wing covers (elytra) allows them to suck in a bubble of air from the water surface, as well as breathe underwater for long periods of time without coming to the surface
