It depends how clever the robot is, and what it is trying to do that is difficult. Most robots are actually used in factories to build things like cars. Individual robots there are made quite quickly (a few weeks), but they are modified for the exact job and that can take months.
The really fancy robots that are made by people like Boston Dynamics have taken years and many failed attempts to build.

Quite interesting question. I think it really depend on what kind of robot you want to build. To build a quite high level robot with advanced intelligence could take years even for a company. However, there are also some entry-level robots which would not be too hard to build. I think the most important part in a robot is the control algorithm. For example, to develop a chat humanoid robot, in the control algorithms, we have to consider speech recognition, scene understanding, joint control, logical reasoning, etc., each of which could be quite challenging. Good thing is we already have many very good robot platforms and programmers to facilitate the progress.
