Hair is classified as either ‘terminal’ like the hair on my head, or ‘vellous’ like the hair on my arms. Some follicles that grew vellous hairs can change to grow terminal hairs (like when boys begin to grow beards), and this is usually stimulated by androgens.

Some follicles don’t do this though, so they must not have the capacity? I’m not really sure what causes this difference between different follicles.

No idea, but it’s probably to do with genes.
