Some things that our bodies do are controlled unconsciously by our brains, and some things we actually have to ‘ask’ for. Things like breathing, our heartbeat and regulating our body temperature all happen automatically in the brain (I think the region might be called the Medulla, but it’s been a while since I was on then first-aid course that taught me that).
So, babies don’t need to know how to breathe, it’s wired in automatically.
If a baby is born in water, it wont breathe until it surfaces and feels the cold air. I still get this inhalation response if I jump in a very cold shower.

can’t they swim as well, wouldn’t it be annoying if we had to rember to breathe!
