I assume you know a little about food tests when you ask about starch? Have you ever done any of these experiments in school?
Depending on the foods i am making, will depend on what tests i need to do on the foods. When ive created a new product for instance, i need to do a full set of nutritional tests on it, so i can say what is going to on the back of the packet. I will test foods for their mositure content, energy value and protein content for instance. For moisture, we bake it until it burns and then measure the weights lost. For evergy values, i would set fire to it and measure the amount of heat from it.

Yes we have done tests on foods like bread and wotsits and we burned the wotsit like you said to find the energy values. Also, how can you make sure that foods are 100% safe before you eat them to see how they taste? 🙂

we make sure food is 100% safe by a number of tests, I usually send my food to a lab, who test it for bacteria and to re test the tests i have done to make it accurate. We usually test things 3 times, and take an average of the results!
