This is an excellent question. The answer is no and yes! Firstly, we cannot change the rules of gravity, but what we can do is change the strength of gravity in a particular place!

What do I mean? Well if you have two things and one has a mass of M1 kilograms and the other has a mass of M2 kilograms then the force of gravity depends on M1 x M2. But what if you add more mass into the situation (for example make M1 much bigger). If you put more stuff somewhere the force of gravity on you will increase due to the extra gravity of that stuff!

A common example of this is when people do underground mining: they sometimes blow up huge amounts of rock to move it, so they can mine for things. Moving many many tons of rock from one place to another changes the gravitational field there! The place where the rocks have been moved from will now have weaker gravity (less stuff = less gravity). And the place where the rocks get moved to will now have stronger gravity (more stuff = more gravity). And this can be measured and has been measured many times. 😀
