      Without knowing exactly what’s in the cream I can only give you an vague answer.
      If it contains a type of drug called a corticosteroid, then what the drug does is to reduce inflammation. It tells all the cells in the area to stop sending out signals that attract immune cells (especially T cells). It doesn’t specifically tell them to go somewhere else.

      Creams are a good way of administering drug for skin problems, it makes it easier to cover a large surface without having too much of the drug in the rest of the body (where it might cause harm).
