A tumour is a growth of cells in one location. If these cell are not aggressive or invasive, then this is a benign tumour and is not cancerous. The cancerous tumours are the aggressive, invasive ones that can spread to other cells.

On the other hand, some cancers such as blood cancers (leukaemia, myeloma, etc) don’t form solid tumours. They are single cancerous cells which circulate around the body.

So not all tumours are cancerous.
And not all cancers form tumours.
But you can have a cancerous tumour.
