Wow, that is a good question! It’s a very difficult one to answer for me too! I don’t really know the answer but I think the feeling of wet comes from the fact that water molecules like to stick to any surface (including skin) and so our skin gets coated, which draws heat out of our skin, so we notice it more.
Wetness is the description of what we feel when we touch water. So by definition, water has to be wet. It’s a descriptive and psychological thing, rather than scientific, if that makes sense?
