If you mean by controlling the weather, that we could actually influence it in a certain way very fast: To a certain extent, yes. You can, for example, “seed” rainclouds by introducing certain chemicals into the atmosphere that will lead to the condensation of water, and will make it rain. But this only works if water is already present in the atmosphere.
On the other hand, the human race is “controlling” the weather already, but not in the sense that we could actually willingly influence it on the short term. The introduction of carbon dioxide by burning fossil fuels has already changed earth’s weather patterns significantly, in fact making it harder for meteorologists to predict weather reliably.
