A lot. Surface tension is caused by the water molecules being attracted to each other. Other chemicals or particles in the water can disrupt (or enhance) those forces, changing the surface tension. In our lab we often add surfactants (which are the kinds of chemicals found in washing up liquid) to water to change the surface tension and other properties of water.
