No drug is completely free of side effects, so even if I knew of a suitable substitute it too would have its drawbacks.

All drugs have some form of side effect (some greater than others). It is always a balance between how well the drug acts against the illness and how bad the side effects are.

It would be unlikely to develop a drug without any side effects – you are using chemicals to alter something in your body, and there are always going to be other effects than the specific one you are targeting. However most commercial drugs are used because the benefits vastly outweigh any side effects that are observed. Steroids are used to treat medical conditions because they are the best option for that specific ailment. At the moment there isn’t any better substitute, but maybe there will be in years to come.
