So the answer to this question really depends on what you mean by “wet”. I’m going to be a bit controversial, and argue that no, water is not wet.
When I say “this thing is wet”, what I normally mean is “this thing has water sticking to it”. Water itself doesn’t really have water sticking to it (although there are attractive forces between water molecules). So I don’t think that water is “wet” in the same way that if you go out in the rain your clothes become wet. It’s kind of like how if you saw a bottle of water on the shelf, you wouldn’t say “the bottle is wet”. It’s almost more of a language question than a science question, and I think this is up to your opinion, but there’s my take on it
