On photographs, you can use Photoshop or other software.
In real life, it depends what you want to change. You can wear make-up, use other beauty aids (like moisturiser), have plastic surgery, try to smile (or grimace) more, get plenty of sleep, and drink lots of water. Or you can wear a mask.
If you are thinking about so-called face transplants which have been performed sometimes on people with burns or other injuries, this involves moving skin from thighs and butt onto the face with perhaps some reconstructive surgery on the bones in the face as well.
