      Hydrogen bonds in water are quite weak (because they’re so small quantum mechanics takes over) so they can jump between the oxygen in the water molecule and your skin forming a weak bond on the surface which makes your skin feel wet. If the liquid doesn’t have hydrogen it doesn’t form this bond so it doesn’t feel wet and if your jacket doesn’t have any oxygen atoms then the hydrogen in water can’t bond to it so it becomes waterproof.

      Have you ever seen Stargate? Zero Point Module (ZPM)? As a little add on the reason the hydrogen bond is weak is because of the zero point energy the atom has, this energy is harnessed ZPMs.
