It is in fact the moons gravity that causes the tides to come in and go out! The moon pulls the water towards it causing a bulge in the oceans directly below it, this is when the tide is in!
So if you are standing by the sea in the UK and the moon is directly above you, you should be experiencing high tide! However, if the moon is on the opposite side of the planet (over Australia) the tide will also be in as the moon is pulling the earth away from the water on this side also. As there is so much water in these two areas of the earth it means that the countries halfway between the UK and Australia will be experiencing low tide. So the tides follow the moon!
