Think of your kitchen sponge, it has lots of holes in it and can hold lots of water. If you tried to soak up water with a brick, it would be much more difficult.
Similarly, there are some kind of rocks that water can’t travel through and others that water can travel through easily. Geologists, like myself, and water engineers can find where these rocks are and use them to guess where the most likely place to find water is.
There are other important things to think about too. In a dry desert the water will generally be much deeper in the ground than in somewhere like England for example.
