What age are you? and to what extent do you mean ‘gain muscle’? I’m not really into body building so I don’t know much about that kind of muscle gain and, if you are still quite young, you should be careful trying to get those kind of gains.
Obviously it’s not good to have too much fat, but again, when you’re growing, you’re body shape changes quite a lot and it can be considered healthy to gain and lose a little fat here and there.
To answer your question, if you do a good amount of mixed-intensity exercise (including some resistance training such as weight-lifting or circuits) and you eat a healthy, balanced diet you should burn fat and gain some muscle. Taking protein powder supplements is probably not a good way to go about gaining muscle mass when you’re young but it does work when you have it properly along with a good diet and lots of training. Again, I’m not really into those beef-cakes in the gym.
